TopKills

Saves every player kill in a MySQL Database and retrieves the top 3 killers! Retrieves the player ranks and player kills as well.

Currently there's only a monthly top and a weekly top. It resets on the first of every month/week.

Permissions:
- topkills.monthly (/topkills monthly)
- topkills.reload (/topkills reload)
- topkills.weekly (/topkills weekly)
