Vanilla Custom Enchants

Command added: - /ce reload - You can now edit config without need of restart the server. Optimized: - Speed and strength effect is applied permanent.

Config.yml: - You can edit now the name of the enchant once it's applied to the item. Error fixed: - Fixed an error about change enchant name

Errors fixed: - Fixed an error on config.yml - Fixed an error on command /ce give {name} {enchant}
